Abstract

Incorporated in 1971, the SFVHC's purpose was to meet the health needs of the San Fernando Valley by developing programs to train health personnel. Using the facilities of community hospitals in the valley, the Consortium provided continuing education for health personnel in the form of career advancement seminars and workshops on new technology. The collection primarily consists of minutes and program proposals, and documents the establishment and development of the Consortium.

Biographical Note

The San Fernando Valley Health Consortium (SFVCH) was incorporated in 1971 after members of the Northeast Valley Health Corporation began discussing the concept of forming a health consortium to improve minority education, job placement, and health services in the San Fernando Valley. The Corporation presented a proposal to Dr. James Cleary, President of San Fernando Valley State College (now CSUN), and in October of 1969, the campus gave full support to the establishment of a health consortium. Initial funding, in the amount of $20,000, for the program was donated by the Welfare Planning Commission. It was decided that RMP would be the main funding agency for the continuation of the program, and the university would be its central administrative unit.

The SFVHC worked to meet the health needs of the San Fernando Valley by developing training programs for healthcare personnel using the facilities of community hospitals in the Valley. SFVHC explored the possibilities of establishing a medical school in the San Fernando Valley, but there were no affiliations between the USC or UCLA Medical Schools and Valley hospitals to implement this plan. As a result, interns and resident doctors from the USC and UCLA medical programs were not being sent to hospitals in the San Fernando Valley. Further, members of the SFVHC saw the quality of health care for Valley communities as being below standards.

A task force was established on February 2, 1971 to study the feasibility of creating a "teaching hospital" in the Valley. Public hearings were held on May 25, 1974. Dr. Cleary, deans from USC and UCLA Medical Schools, and Chiefs of Staff from several local hospitals attended the hearings. The school was not approved, but the hearings resulted in UCLA extending its clinical teaching function into the Valley. After 1974, funding for the SFVHC gradually decreased until it was stopped completely. It discontinued services in 1977.

Scope and Contents of the Materials

The San Fernando Valley Health Consortium Collection documents the establishment and program development of the San Fernando Valley Health Consortium. The bulk of materials consists of minutes and program proposals. Additional records include articles of incorporation, by-laws, rosters, task-force, sub-committee reports, and related administrative records. The collection is divided into five major series: Historical Background (1969-1972), Administrative Records (1971-1977), Records of Committees (1971-1977), Program Proposals (1971-1976), and Health Manpower Programs (1975).

Series I, Historical Background, consists of two subseries. Subseries A, Regional Medical Program (1969-1972,) includes minutes, agendas, memoranda, and reports of the Executive Committee of the Regional Medical Program (RMP) These files explain the role of RMP in the development of the San Fernando Valley Health Consortium, and are arranged chronologically. Subseries B, Consortium Development (1969-1975,) contains records documenting the growth of the Consortium, including articles of incorporation, by-laws, nominating committee records, and minutes. Records documenting the responsibilities of the eight task forces of the Consortium are also included among the papers. This subseries is arranged alphabetically.

Series II, Administrative Records, is comprised of the administrative records of the Consortium. Included are minutes and monthly and quarterly progress reports. Reports pertaining to health care in the San Fernando Valley produced by other health organizations are also included in this series. The files are arranged alphabetically.

Series III, Records of Committees, consists of two subseries. Subseries A, Executive Committee (1971-1977), contains the minutes, agendas, announcements, attendance records and memoranda of the Health Consortium's Executive Committee. The files are arranged in chronological order. Subseries B, Administrative Committees (1969-1977), contains membership lists, memorandums, minutes, reports, and surveys for the various committees of the Consortium. The files in this subseries are arranged in alphabetical order by committee.

Series IV, Program Proposals, contains program and grant proposals of the Consortium. Included are programs and reports submitted to the Consortium for consideration. The files are arranged in alphabetical order by title.

Series V, Health Manpower Programs, includes reports of health care consortia throughout the state of California. Included are descriptions of health care facilities and services, needs and resources, and solution reports to the problems. The files are arranged in alphabetical order by name of institution.
