The goals of the organization were: to arrange rehabilitation loans for housing, provide capital improvement monies, enhance commercial services and new employment opportunities, plant trees along main boulevards, sponsor graffiti removal, foster industrial development and community pride. Acting as a resource center for the City of Pacoima, PRI services were free of charge to local businessmen and community citizens.
